Tighter Vehicle Recycling Regulations Advancing in Europe
Discussions are underway in Europe to introduce new regulations aimed at enhancing the collection of ELVs (End-of-Life Vehicles) and strengthening the circularity of parts/components/materials.
The European Commission released a draft proposal in July 2023, to which the European Parliament submitted a number of amendments, and a draft report summarizing the main contents was published at the end of January 2025.
The draft proposal for plastic recycling standards and the requirement for individual removal of specific parts prior to shredding were revised to reflect industry demands.
Another major point of contention in the debate over the rule is the concern that environmentally hazardous substances, which are generally prohibited or restricted, may be included in recycled materials.
The amendment proposed that certain restrictions be placed on the use of carbon fiber. There was a press report that carbon fiber may be banned in principle, but there are different interpretations as to whether or not it is banned in principle (it is not directly stated that it is banned in principle), and it is only one of the issues in the discussion and coordination for the adoption of the new regulation in the EU.
With the new ELV regulation expected to be adopted by the end of 2025 or early 2026 at the earliest, policies and systems are being developed in Japan to expand the use of recycled plastics.
