China Releases CAFC and NEV Credit Results

In July 2025, the Chinese government released the “Calculation of 2024 Passenger Car Corporate Average Fuel Consumption (CAFC) and New Energy Vehicle (NEV) Credits” for 93 domestic passenger car manufacturers and 24 passenger car importers.

For CAFC credits, 52.85 million positive credits and 5.85 million negative credits were generated, and for NEV credits, 17.29 million positive credits and 1.01 million negative credits were generated, with the positive credits significantly exceeding the negative amounts.
With the expansion of the NEV market, the actual average fuel consumption improved to 3.31 liters/100 km (WLTC) from 3.78 liters/100 km in the previous year.

Looking at the top 20 companies with NEV-plus credits, all but Tesla are Chinese manufacturers.
On the other hand, the number of companies that posted negative NEV credits was 23.

The companies with the most negative credits were FAW-VW, Guangqi-Toyota, Nissan’s 50%-owned Dongfeng Limited, Dongfeng Honda, Guangqi Honda, FAW Toyota (Chengdu), Beijing Benz, Changan Ford, and Beijing Hyundai, all of which are foreign manufacturers whose main products are internal combustion engine vehicles.
Despite the fact that foreign brands are focusing on launching NEV products, there has been no change in their inferiority in the NEV market.
