On June 17, 2025, the Council of the European Union published its position (draft amendment) on the new ELV (End of Life Vehicle) regulation (draft).

In July 2023, the European Commission published its draft, and in January 2025, the European Parliament also published its amendments.
The two committees in charge of the bill in the Parliament voted on July 7.

The amendments by the Council include a proposal for new plastic recycling thresholds.
The proposal is to apply the plastic recycling contingent in stages after it takes effect.

The proposed Board amendments include new conditions regarding the obligation to remove certain parts and components prior to shredding.
The list and definitions of eligible parts are also changed. In addition, the Board’s proposal increases the provisions applicable to trucks/buses and motorcycles.
